CHP Mobile Radio Telephones

When crossing the Nevada border into California along I-15, I have seen some CHP's use radio telephone handsets. The handset is connected to a docking station usually located in the overhead above the officer. Does anyone know what this radio is used for and what frequencies are used? I have been told that these phones are for secure purposes --- encrypted

Just tossing this out there. Perhaps it is a sat. phone? Next time see if there is a dome type antenna on the car. It should be very obvious and most are white and look like a upside plastic bowl. The feds have these in a lot a vehicles and they also support two way radio traffic across the nation.
