It's a buff radio system, plain and simple. From Wikipedia:

A fire buff is a person with considerable interest (a fan) in fire fighting and emergency services, while not being an active member of these services. Fire buffs may collect or promote information about the local emergency services, raise money for them, or attend emergencies as bystanders.

Although there may be organization, buffing is a hobby for most. There may not be any activity because people are busy with other things. Do not mistake a quiet channel with an abandoned channel, especially when it comes to buffs. Jobs may start occurring when people are near their radios and the system may become so active you have to lock it out. Without an official announcement from the group or the licensee, it is quite presumptuous to assume the system no longer exists.

I sent all the paperwork in almost 3 months ago, then I heard what was going on so I never pushed it. Is it ok to start using it?
