Burlington Co P16 system problems

On the Burlington County Motorola TRS (https://www.radioreference.com/apps/db/?sid=1320) our users are hearing it fine one day and the next day it is getting all kinds of control channel type noise.

They are using 996P2's, programmed directly from the database with the bandplan presented there.

Could it be that the bandplan is incorrect or could it be a problem due to multicasting on the upcoming 700 MHz. system?

Has anyone verified the bandplan presented in the database as accurate?

If what you're hearing is a blast of digital noise when a user keys up on the system then the voice starts coming thru this is normal for that scanner and previous models such as the 996XT and BC796D. The problem is with the Uniden scanners and the way they unmute to digital modulation on that type of system, it's not the radio system. I've had much better performance with the Whistler TRX-2 scanner on this system, no noise unless its due to weak signal. If a Motorola radio passively scanning the system is used you will not hear all that noise either. I've tried every adjustment the 996 series scanners have and found no relief from the problem.
