Signal/Audio drops-out every 5 seconds

Hi, my name is Bobby,
I'm located in Pender Co, NC 28478
It's been 40 yrs since I had a "crystal" scanner as a Vol Fireman.
Last Christmas I got a Uniden BCD396XT handheld.
I installed an outdoor antenna & get great reception.
I've programed all my public safety agencies who use Conventional and Trunked (simulcast) systems.
My problem is this:
Every 4 seconds the signal/audio drops-out for 1 second,
then again & again every 4 seconds for 1 second.
I hear all conversations chopped up into 4 second snippets.
I miss 1 second of audio every 4 seconds.
This occurs on all channels conventional & trunked.
My NOAA weather Alert channel came on today and It "Did Not" cut-out at all.
I've experimented with Hold Time, Delay Time, AGC, P25 Waiting, End Code, etc. with no change.

You have a priority on or close call or whether priority this cuts out audio transmissions to check on those priorities
