Dose anyone know what the * means for the talk group​?
In the link below I'm looking at the city of Bentonville frequencies all have the TS & CC but some have a * for talk group. What's​ the * meeting????

Means "wildcard" - could be anything and/or none being used.

A wildcard just says "accept/allow anything here".

You can absolutely program and listen (as long as they aren't using encryption of course) with the right scanner.

For scanners - Uniden or Whistler - they have setting options for most of this where essentially you can leave it set to "Any".

For other radios like MD380/390, I believe you must program specific values (I don't believe they have wildcard "any" settings but I don't recall for certain and things change all the time).

Think of each of these as "filters". If any of the filters is incorrectly set, you won't hear anything.
