Moto 800/900 Helicopter like noise in the background

Hello, new to this.. I have a Whistler 1065 and when i hear any transmission from West Hartford CT, PD or FD there is a noise in the background that sounds like a helicopter. I'm using win500 to program. Is this normal or do I have to configure something?
