I live just south of ATL. I know my county SO uses trunking. I also know GA.state police in the ATL area are looking to, or has done the same thing. I wondered if there is such a thing as buying a future-proof scanner? I would want something that decodes all the possible trunking systems. I am looking for a handheld.

i would get a uniden 436 or a whistler trx-1. they have or can be upgraded to scan dmr which some state police posts use. you could get a windows tablet with 2 usb slots and buy 2 sdrs and do trunking with dsd which works with nexedge
..i would just buy the cheapest p25 scanner that does trunking, since the county may move to p25 system and encrypt all the good stuff

Best bet is the Uniden 436. If you travel, it can use GPS to automatically turn stuff on and off as you go, so it is not wasting time scanning stuff out of range.

Moving to P25 doesn't necessarily mean encryption.
