Talkgroup Question

Does anybody have any thoughts on why I would be hearing conversations on talkgroup ID's that I have NOT entered into the scanner and have no interest in hearing?

Specifics:

Scanner: Uniden BCD325P2
System: Southern Nevada Area Communications Council (SNACC) Project 25 Phase I
Site: All the primary and alternate control channels listed for SNACC on RadioReference.com
Groups: All talkgroups for Henderson Fire and Henderson Police listed on RadioReference.com

Everything works as expected except I also hear unwanted talkgroups from other agencies.
One example is 3741 which is assigned to Clark County / Las Vegas EMS Talkgroups.

I can lock them out but what is causing this?
