Nassau County - why sounds so poor

I was in the Five Towns last night and was listening to the 6th Pr of Nassau Co. PD, I noticed the sound quality is very poor, very faint, are they always like this?

Might be due to their trunked system radio patches. The DB says they're on a trunked encrypted system now. Nassau County, New York (NY) Scanner Frequencies and Radio Frequency Reference

They have always had poor coverage. It's been a bone of contention between police management and the pba. The new trunk [all encrypted] system is as a result of all the problems of their uhf system. The new system is very strong with great coverage.
