You must be picking up West Point, they use a P25 system and one of their control channel is 138.1125MHz

When I was stopped at the check point the Marine used his radio to call in for clearance to let me in. The close call displayed 140.6625 so it might be a system set up by the marines for the event.

Wondering if there is a transportable system brought in for the event.
