Is Syracuse PD scannable? It doesn't look like they or the Sheriff's are included in the P25 system.

I'm not sure where you get that impression. The CNYICC system has two distinct subcategories where all of those talkgroups are listed. There is an entire subcategory dedicated to Syracuse Law Enforcement.

Guess I'm just to far away. I get ambulances, fire, no pd though. 50 miles away with an outside antenna.

Are you receiving the Onondaga simulcast cell of that system? If so, then there is no difference between receiving Onondaga/Syracuse Fire/EMS vs receiving Onondaga/Syracuse PD. It's all carried on the same repeaters.

Unless you're confusing the trunked system with some conventional Fire/EMS transmitters that you're picking up.

Ah okay, that explains it. Yes, all of the law enforcement is on the trunked system.
