Will be visiting Buffalo/Erie Co and looking at the DB I don't see a county wide FD dispatch unless I overlooked it. Do I have to program every individual town? Looking for suggestions.

Yes, you will have to program every town. For the most part, each town/city in Erie County have their own frequencies for both police and fire.
