NY TF-1 is a Federal USAR team and uses the FEMA federal UHF channels in 406-420 band, mainly encrypted.
I believe TF-2 is the "state" sponsored team under DHSES control. Not sure what they use for comms, but I guess it would be some state licensed frequencies
