It appears that the PAPD has started to test P25 Trunking. Over the past week, I've noticed that a P25 Control Channel has popped up on 853.5500. The testing is done on an intermittent basis and is usually conducted during the overnight hours from 9:00PM to 6:00AM. However, some daytime testing has occurred. The one voice channel currently being used is 853.9125. Once the testing is completed these two frequencies revert back to their EDACs Channel Lineup.

I have not made a database submission at this time since the P25 System is not currently operating on a full time basis and is only intermittently operational. TG64010 and 64011 Automated Voice Test Messages.

Testing going on now, reading random sentences.
On the EDACs system on 852.375 tg 01-067 is simulcasting on the P25 system on tg 64011
and tg 01-063 on 853.9125 is simulcasting on tg 64010

I heard them this morning say go to back up frequency 2 or something to that effect around 0900 and units to stand by for a roll call. Fml man. I am gonna have an expensive paperweight collection soon. Now I have an entire scanner that’s got nothing in it because the PAPD was the only thing on it. This is aggravating. I get it, but it’s annoying.

The EDACS simulcast site is off the air, and the P25 simulcast site is now live. I'm hearing some talkgroups in the clear, just not really sure what they are yet.

I also heard the announcement this morning around 8am that all units were to switch the back-up frequency, and to stand by. I noticed around 1 pm today that the EDACS TRS was off the air, and 99.44% of the transmissions on the P25 simulcast have been encrypted (secure mode).

Has it been confirmed that all talkgroups are encrypted? I only see one talkgroup listed in the database, and that’s for radio techs.

Yes, Unitrunker and Pro96Com data both show that all of the talkgroups are currently Secure/Encrypted, except a few Radio ID's. I have logged the following TG's so far in a 12 hour period:

11, 12, 13, 14
21, 22, 23
31, 32, 33, 34, 35
41, 42
51, 52
61
71, 72
81, 82, 83
91
101, 102, 103
111
121, 122
The system is running in P25 Phase 1 mode so far, but the point may be moot since it's strapped in Secure mode based on data I've seen.

I reviewed my logs on Unitrunker and it seems talk group 121 has some "out of pattern" radio ID that is not showing secure voice

but yeah, the rest of the system is 99% AES-256 encrypted.

Getting conflicting reports if the new papd system is encrypted or if there is some missing info on how to program it as a P25 capable system

Are the fire rescue talkgroups also encrypted in addition to the law enforcement channels. I know that the PANYNJ has some operations channels for the airports on UHF are those staying the same or are they also transferring to the new P25 system.
