Greensboro Police changing radios?

Do any of the Guilford County insiders know if there is any truth to the rumor I've heard from several Greensboro Police officers that starting next month they are switching to new radios that can't be monitored by scanners?

Various clues on line including this seem to indicate that the county (or at least Greensboro) is in the process or about to transition from a legacy Motorola system to P25.

EDIT: as for the rest of the question -- potentially, they are going to start using encryption which would/could explain the "can't be monitored by scanners" comment.... and if they do encrypt, then yes, you won't be able to monitor.
