Default 409.6375 Pitt county

409.6375 P25 NAC 971 Active but encrypted so far . I'm thinking Postal Inspector? Any thoughts

I haven't seen that frequency used by the Postal Inspection Service, but it is a known USPS allocation. The NAC is unusual for the PIS as well.
