10048 is Ohio EPA, probably the Northeast District. Units were heard testing between that region and Columbus. Likely talkgroup name would thus be EPA-NEDO.
We've been labeling the EPA talkgroups in RR as EPA-1 through EPA-5 pending confirmation of exact use, although it sounded early on as through EPA-1 was Northwest.
With today's catch, it looks like the channel plan may be shaping up like this:

10032 / EPA-2 / Ohio EPA - (use not confirmed)
