Westcom Dispatch is currently in the process of moving to a Flex/IP station alerting system. Currently Westlake Fire has moved on to the new system with other cities(Bay, Fairview, North Ridgeville, and Rocky River) to move over soon. North Ridgeville may wait until the new #1 station is completed next year. The current alert channel on 453.300 will be maintained as a back up.

Currently Bay Village, Rocky River, and Westlake are on the new system. This leaves Fairview Park and North Ridgeville on 453.300.

What is a FLEX/IP station alerting system? How is the Westcom group utilizing it, but not by all cities in the group ?

Instead of sending tones over the radio the tones will go over the Internet. I don't know the the technical info. Fairview Park should be on the new system in the next few days. Not sure about North Ridgeville due to construction of fire station #1. https://www.zetron.com/product/ip-fire-station-alerting/
