Unknown Leeds County

This morning at morning Tea thought would do a little searching for new frequencies. Found 168.850 with a NAC of 358 (Encrypted) . This frequency range in Leeds County is usually Public Works and Twp Roads. Thought is might have been skip but it continued off and on all day long 6:30 am --> 3:00 pm. Any one else pick this up or might know what it might be. Do not seem to find it in any records.....

It is probably from the US side, border/immigration or some such service, may be air/ground
and/or repeater input.I checked DB but did not find it, may be in there somewhere (or not).

Thank you for info. I checked US B\P and the Nac is similar. Will keep monitoring and maybe will get something in the clear to help identify....I hope... Thanks again and have a great day...
