Which Oregon law enforcement agencies encrypt everything?

With Deschutes County and city Law Enforcement now encrypting all radio communications including routine traffic, I am wondering who else is doing the same thing. I believe Eugene and Lane County are. Are there any others?

Yes, Eugene Police and Lane County Sheriff are encrypted along with Springfield Police and U of O.

The only other questionable one I know of is the City of Woodburn which is using NXDN.

Springfield PD was one of the First to start using encryption.

Woodburn is clear NXDN as of a couple of months ago. My TRX-1 isn't my usual scanner so I don't listen to them on a regular basis.
