Richmond CA Feed permanatly offline?

I own a scanner, but enjoyed listening to it Via my android phone. problem is, the last week its been offline, then a few days ago it said it was permanently offline.

anyone know what happened? I own a scanner and have a connect up to my PC. im willing to pick up the stream where he left off.

But i would like to know first if the original broadcaster will be back?

but not by the original broadcaster.
