The June 2014 version is on the MARCS-IP Wiki. It's changing rapidly now.

• 28525 - Licking County SO at an event, I think a concert at Legend Valley.
• 28527 - Licking County SO doing traffic control for some bicycle race in the northwest part of the county.
• 28530 - Some other communications for the bicycle thing. I don't think this was the SO. Early in the morning they were talking about getting some stations ready. EMA or CERT maybe?

Yep. But PP is still on 423.9 with Beachwood? PW is VHF-Lo. Were they planning on moving to MARCS IP? Maybe they are testing the waters with less critical departments?

If you are hearing unit numbers in the 7xx's that would be Community EMS (XCOMMEMS1), as they have just joined MARCS.
