Are the frequencies listed in the database current? I programmed a scanner for a friend and he said he can't hear a thing. Have they gone digital or a trunked system?

Apparently Law is who is currently on the system, and apparently law is encrypted.

I have monitored this simulcast trunked site (site 5) for a day, and I saw talkgroups 1500/1501/1502/1503 or something like that, but I didn't monitor any voice. Either it was because it was Phase II and I was using DSDPlus, or [more likely] it was because those talkgroups were encrypted.

Law is on the P25 system. The new system is supposed to be Phase II. Law is encrypted - all i get on those talk groups is garble. The old law frequencies are dark, so I think the patches between old and new system for law must have been taken down in the last few days.
