I did find some fire related frequencies in the municipal licenses. I don't know if the FD does EMS; there're no licenses for Alberta Health Services nor any private companies. One place has 158.760 licensed "for ambulance communicaitons".

The first batch of frequencies above appear to be a "voting repeater" system of some sort for municipal operations in the town of Fort McMurray itself. One of the voting sites is on Fort McMurray Fire Station #2. The second batch of frequencies are on various sites in the region and are non-specific about what they are used for ("Licensee's stations licensee's mobiles").
I need to correct myself - Northern Lights Health Authority has two frequencies. They might be ambulance or might just be YMM Hospital.
