There's a control channel on 770.46875 nearby that I cannot decode. Looks like that freq is used on the state system elsewhere. Any ideas?
I guess to clarify, why am I unable to get any data from it when all the others I've heard decode fine? I'm making some assumptions here, that it's part of the state system and has a P25 I/II cc.
Early on when motorola was setting up Starcom 21. I could not get a data lock in on the control channels. But it usually cleared up after a few days. I think they may send a canned data broadcast to burn in the site for a couple of days to checked it out.
Or, find somebody that lives where the target is.The only way to determine that would require driving to every site to find that active CC.

According to the map, Plymouth county is supposed to have a self supporting tower in the NW part of the county on the ISICS system. It doesn't look like it's been ID'd yet in the database.
