I recently found activity on 454.450MHz, which seems to be a high-profile, analog repeater. No CTCSS/DCS, and I'm thinking LTR, either a home channel or single-freq LTR system as I always seem to hear complete conversations on it.
No local licenses found in the FCC database or RRDB, so I've had to resort to the time-intensive. brute-force' method --- listening for clues as to who/where they are. Seems to be a used by Customer Service & housekeeping at a hotel property, as most of the comms are about calling room # to see if they wanted housekeeping, lost & found items, the number of "runners" available (at one time, it was 10, so it's a pretty big resort) & having them fold towels, etc. if not busy running items to guests. Security came on-channel & advised that a certain bathroom needed tending to...
After a couple tortuous hours of listening to mundane, unhelpful traffic, I finally heard a decent clue -- sending someone to a wet-spill "in The Barney's hallway at the CYB."
Assuming what I heard as "Barneys" meant the high-end 'Barney's of New York' store, there's apparently just one of them in the LV area -- Grand Canal Shoppes inside Venetian/Palazzo. Per Google, "CYB" are the little kiosks we see at a variety of touristy shopping places -- Fremont St Experience, Grand Bazaar Shops, The Stratosphere, et al. that sell those lighted shirts, hats, ties, etc.

Grand Canal Shoppes store directory does show there's a kiosk in the same hallway the Barney's of NY is in. To confirm or deny it's them, now it's just a matter of getting very close & listening to the repeater's input freq.
Playing around with the FCC web page, I think I just found them. You won't get any hits on 454.450MHz, but if you do a Clark County NV license search for 454.4375 - 454.5625, there are several licenses to Venetian Resort for what seems to be construction permits for paging use -- WQCX203, 204, 205 & WQHI972 & 974.
