How does dominion energy communicate?

I know this topic has been brought up before, but how does dominion energy communicate between mobile vehicles?

I just saw a white suv with two antennas on the roof with dominion energy written in the side. One of the antennas was a white can type antenna and the other was a shorter whip. I know many vehicles have a mdt in the cab.

Any more information?

The Power Plants use their own systems. North Anna has an 800 trunked system.

In my area, Dominion uses frequencies in the 153/158 MHz and 451/456 MHz regions - at least according to the FCC database.

I have a feeling that they use cellphones here more than anything else, because I've never been able to catch them on their radios!
