I have a 651, it's a good scanner within its limitations. It can't decode P25 p.2, DMR, NXDN, or any of the other digital modes, only P25 p.1. It has a hot front end which can be useful if you are rural but can overload if you're in an RF-dense environment. It is an older design that's been around a long time. If the price is good enough and you can live with these limitations, go for it. If not, keep looking; deals often pop up on newer, more capable designs. Keep your eye on CL, check local pawn shops and thrift stores, FB classifieds etc. There's a whole thread on this site dedicated to people who have found electronics for a fraction of their value in these venues and others.
