Found a 651 for sale . Extremely tempting price. Is there still programming software to use on these.

Looks like the majority of police TG's are encrypted, except for dispatch for Franklin County.

The 651 will receive Franklin Co PA which is a P25 Phase 1 system.. I use Butel ARC500 software for my programming.

It will receive all of the Fire and EMS talkgroups which are all in the clear.
Thanks for the replies, I have been listening in for years . When I saw this 651 pop up I wanted to ask around a little.

I have a 651, it's a good scanner within its limitations. It can't decode P25 p.2, DMR, NXDN, or any of the other digital modes, only P25 p.1. It has a hot front end which can be useful if you are rural but can overload if you're in an RF-dense environment. It is an older design that's been around a long time. If the price is good enough and you can live with these limitations, go for it. If not, keep looking; deals often pop up on newer, more capable designs. Keep your eye on CL, check local pawn shops and thrift stores, FB classifieds etc. There's a whole thread on this site dedicated to people who have found electronics for a fraction of their value in these venues and others.
