I'm not familiar with SW PA or what military/federal installations are near there.
All I can say is keep an eye on it and try to figure out if it is local or if you only hear it during band openings.
If it appears to be local and you can hear it 24/7 for days or weeks and then it disappears it could be the National Guard or somebody running a deployable system for training or something. I had that happen at Fort Sill, OK several years ago.

I've been camped on 139.1875 NAC 8A0 for days trying to figure it out and haven't seen anything but a steady signal and 'Channel Release' messages on the console. Didn't spot any of the others to connect the dots. I'm glad I wasn't the only one scratching my head.

I'm in Beaver County near the border with East Liverpool. Site 2 CC is the strongest. Site 1 is no signal at all. 3,4,5 are all about equal at 1/3 the strength of Site 2.

Camp Ravenna, OH maybe?

That might explain one or two sites -- not inconceivable that Shawn could pick up in that direction - he does pretty good over into that part of Ohio. But, The Ravenna Arsenal site already does have a pretty good presence on the MARCS system up there with quite a bit of activity on the MARCS statewide system. granted, their MARCS traffic is likely narrow in scope compared to what might be heard on their own dedicated site if one of the sites happens to be them.

The fact that Shawn can pick up four of the sites with varying degrees of success is pretty interesting. The question is what might it be that has five active sites within a 50 mi (or less) radius.
