EBRCS Update

Seems there is a new TG on EBRCS. TGID 9006 was being tested today 11/15. I overheard Contra costa regional medical center talking to local hospitals such as Concord, Martinez, Richmond, ect. All were copied loud and clear.

Happened to catch this test (net?) today at 11:30 PDT on East Simulcast (TGID 9006). Net control was 4057708 (CCRMC), and they were calling facilities in various cities. Check-ins were coming from other 4057xxx users. It concluded at 11:40.

They are transitioning to phase II as we speak, they plan on being finished with the hardware part in June, 2019, one year of full testing then flipping the switch July of 2020.

The new radios are on the street. I've heard Fremont officers mention "go to channel A7 on the new radios, the old A9" or something similar. Others aren't sure if the new radio is transmitting (perhaps side tone volume was off or low). My question is does the move to Phase II require any changes to the existing phase I program on the scanner? It doesn't look like it from what I can tell. I'm using a 996P2 and TRX-1. Seems like it would be seem less unless the talk groups change. Thanks for any comments.

I'm getting encrypted traffic tonight on talk group ID 3437 on Site 6 (CoCo East).

Radio ID ranges are

32155xx, 32171xx, 32172xx, 32175xx, 32178xx

Best guess is this is something Oakland PD related based on the TGID and RID ranges.

Might be a Tac channel for Oakland. Oakland does not have any other encrypted TG's. It is a Friday night so maybe this has to do with their plan to crack down on sideshow activity?

I'm getting encrypted traffic tonight on talk group ID 3437 on Site 6 (CoCo East).

Radio ID ranges are

32155xx, 32171xx, 32172xx, 32175xx, 32178xx

Best guess is this is something Oakland PD related based on the TGID and RID ranges.

They kept mentioning 'takeaways' and said they were at 'the house.' Radio ID's I caught were 4143178, 4143075, and 4143069. There were probably one or two more I missed. Whatever they were doing was aborted because they "22 back to Concord." One of the persons said "Par, these radios are so good." I'm not sure who these people could be of if it's even Law related.

4143xxx radio IDs are Concord PD (per East Bay Regional Communications System (EBRCS) Radio IDs - The RadioReference Wiki), and they have talkgroup IDs in the 715x/716x/717x range, so it makes sense. I wonder if they're testing Phase-II radios or something........... just a SWAG.

Found two new TG pairs tonight. TG 7709 and 7727. I can confirm 7709 is 'SAR 1' and 7727 is 'OES 1' Both channels had Radio ID's of 4077***. They were running a mock Search and Rescue of a 13 year old lost in the woods. They had 10+ teams looking for him. The search groups were using TG 7709 and the scenario leaders were using TG 7727. TG 7732 also popped up and was utilized for this drill but I don't have a name for it.

The DB list TG 7719 as CCCO OES1 but tonight TG 7727 was clearly OES 1.

I also had TG's 7733 & 7610 pop up but they were ENC.

7610 puts the TG in Walnut Creeks ballpark, Walnut Creek doesn't have any ENC TG's in the DB. The other TG's are in the Sheriffs range.

Had to go to Antioch for a funeral, so road tripped the SDS-100 and SDS-200 to scan EBRCS for ConFire and others on the system. Pretty much stayed on the East Simulcast. Got the P25 NAC programmed at 1F6. They both have been really good on this system, really happy with them.

Does someone have a DTMF decoder they could run those through? Would be interesting to figure out what those are. Maybe a phone patch?

The City of Vallejo is looking to temporarily join the EBRCS for about two years until they're ready to transition to whatever the County of Solano decides to move to. Attached is the EBRCSA board document. The minutes have not been posted, so I'm not sure if it was approved, or not. Since it was on the action items part of the agenda, I'm assuming it got approved.

9.1 Adopt a Resolution Conditionally Approving the City of Vallejo’s Request to Temporarily Join EBRCSA

I've figured it out. Today I was hearing Traffic on EBRCS Law 1. Oakland PD undercover units (UC's) were staking out a house in Oakland for a few hours. After no sign of the 'target' the sergeant in command got asked to send some UC's to assist with watching a car suspected to be related to a shooting. He told the UC's to switch to 'SRS 1'. A few seconds later, Unknown TG 3430 pops up on ALCO NW site, same UID's but with full ENC. I highly suspect TG 3430 is 'SRS 1'. Upon doing some research, Oakland has a Special Resource Section, SRS. SRS are tasked with focusing on violent crimes and offenders.

I have gotten unknown hits in the 3427-3449 TG range, mostly ENC, and I believe some of these channels are being used by Oakland for these undercover operations.

TG 3131 is 'SRS 2.' Confirmed when UC's switched from EBRCS Law 1. Matched RID's. It seems every time they have their ops move into Oakland they switch back over to their channels. When they leave Oakland they use the interop channels.

Thank you to whoever updated the DB and Wiki page. The wiki page was extremely outdated.

As far as the surveillance ops on IO 5, I've been listening to them too. I believe it's the US Marshals that are using the channel. They usually follow a target around the bay area, usually later at night. They've been in Antioch, Oakley, Brentwood, Pittsburg, Concord, Walnut Creek, and Oakland. I once heard them say switch over to the marshal radio. I switched over to their channels of 168.4875 & 173.175 but didn't hear a peep. Could they possibly have more VHF channels that aren't yet discovered? Maybe possibly using the new Unknown Federal trunked system.

"11.1 Receive an Update on the Time Division Multiple Access (TDMA) Upgrade Director McCarthy stated they were on time to finish the upgrade on June 30, 2020. There might be some issues with a couple of the fire stations in Contra Costa County but they would work through them. "
