I ran an errand in Vacaville today (2/21) and decided to run a frequency search (mainly to see if the Fairfield/Vacaville system had turned on their P25 control Channel yet.)

I came across a very strong P25 control channel. I was sitting at the Nut Tree shopping center. I was getting a solid five bars on both my SDS100 and BCD436HP, using the standard "rubber duck" antenna.

I took out my laptop and ran Unitrunker and DSDPlus(FL):

Here are the details. There was no voice traffic to confirm anything.

System ID: 8D8
WACN: BEE00
Type: Phase I

Site ID: 1
RFSS ID: 1
NAC: 8D1
Modulation: CQPSK
MFID: Motorola

Frequencies:
769.08125 (Control Channel)
769.28125 (Alternate Control Channel)
769.36875 (Alternate Control Channel)
769.50625 (Alternate Control Channel)

Maybe the new CRIS (California Radio Interagency System) - CHP will be on it.

The current CRIS mapping does not have a site in Solano County. The closest site to Solano County would be Pine Hill. I was getting too good of a signal in my opinion for it to be CRIS.

All of those frequencies are licensed to Santa Clara County SVRIA

I noticed that as well. But I don't think the above findings and what is found in the license search are related. First, the system ID is different than SVRCS. And the distance between Solano and Santa Clara counties seems quite a distance to be receiving full bars on a rubber duck-style antenna.

It appears what I found is the replacement system for Vacaville/Fairfield/Suisun. It's a 4-site, 12-channel simulcast P25 Phase 1 700 MHz trunking system based off some new license grants. The frequencies identifying as primary and secondary control channels are separately assigned to Fairfield (1), Vacaville (1), and Solano County (2).

The fact that Solano County is licensing some of the frequencies makes me think they might be hopping onto this system? Although the sites seem to only over the I-80 corridor around Vacaville/Fairfield/Suisun, and wouldn't likely reach to Rio Vista or Vallejo, but maybe that's in the plans?

From what I posted originally, compared to some recent license grants in Solano County:

769.08125 CC- WRFJ342 (SOLANO, COUNTY OF) FCC Callsign Details
769.28125 SCC - WRFI899 (VACAVILLE, CITY OF) FCC Callsign Details
769.36875 SCC - WRFJ232 (FAIRFIELD, CITY OF) FCC Callsign Details
769.50625 SCC - WRFJ342 (SOLANO, COUNTY OF) FCC Callsign Details

Other frequencies on the above licenses that are likely voice channels:

769.54375 (WRFI899, Vacaville)
769.61875 (WRFJ232, Fairfield)
769.75625 (WRFJ342, Solano County)
770.75625 (WRFJ232, Fairfield)
771.10625 (WRFJ232, Fairfield)
772.83125 (WRFI899, Vacaville)
773.93125 (WRFI899, Vacaville)
774.68125 (WRFI899, Vacaville)

If you want to read the Motorla write-up for the system, here you go: https://vacaville.granicus.com/MetaViewer.php?view_id=5&clip_id=1579&meta_id=79099

From reading the proposal it appears that Solano County already owns a P-25 core so they are going to use that core, that would say to me Solano County is also building a 'county' system. It looks like this system will also have an additional prime site added at some point (location may have already been selected) that could be co-located with the 'county' system. Keep an eye on those license grants.

Now the next step is to think bigger and tie all these northern California systems (SRRCS, SJPICS, SVRCS, EBRCS, CIRN, BRICS and others) into one large system.

When I was in town for my last vacation I was able to get this system on my Unications from Citrus Height. It wasn't in use at that time though.

Vacaville has apparently completed the switch to the new P25 system. Last night there was some traffic, but today, on the analog system, none.

That's what someone has told me. I have not independently verified them, but the person who found them has submitted to the database.

The frequency that I marked in bold does not match what is in the database. Which is correct?

This is what SDRTrunk sees, which seems to agree with the database (I think)

Hearing fire traffic on 24336 that sounds right for Vacaville (Truck 74 dispatched), and what sounds like PD traffic on both 24216 and 24316 (can't confirm which city for each so-far).

Also some law-enforcement dispatch on 24666 (had a code 33 for a couple of mins just now), and something on 24236 that I've not caught yet.

On TGID 24676, fire was just dispatched (for an alarm) to the Hampton Inn at 2 Harbor Center. This appears to be in Suisun City, so I think 24676 is Suisun City FD, and it seems likely that 24666 is Suisun City PD.

N6ML, At this point I'm hearing Vacaville on 24316 and Fairfield on 24216. I agree regarding 24666, I thought it was Fairfield, but the 7-Eleven on Sunset call... I'm not sure where that is. 24336, I have heard Truck 71, 72, 73, 74 dispatched, all Vacaville.

Oops, that was a typo - I meant 24326 for Vaca FD. All these 2's, 3's and 6's are making me o_O

Here's what I have observed so-far. I made a DB submission with this too, but there may be others in the queue ahead of mine...

24216 Fairfield PD 1
24217 Fairfield PD 2

24236 Fairfield FD 1

---

24316 Vacaville PD 1

24326 Vacaville FD 1

---

24666 Suisun City PD 1

24676 Suisun City FD 1
