If you mean the MARCS site for that county, you don't need to enter a band plan. For P25 systems, the scanner gets the band plan information needed from the control channel data stream.

However, I see that the MARCS site in Clermont is Simulcast. That can be a problem for many scanners, including the 396T (or XT). See this Wiki page: Simulcast digital distortion - The RadioReference Wiki
