So it's not binding, just a PR "request" to the agencies. Gives the Council coverage when it doesn't happen.

From what I heard from other representatives regarding resolutions, agencies can choose to not comply with the resolution and continue with the current system in place.

Resolutions are like suggestions and don’t really have any force of law on it (very similar to the resolution from the state regarding HPD and prosecutors to conduct a thorough investigation into the Kapolei incident, they can also choose to not comply at all).

It’s a good starting point, I think efforts of a bill should be focused on prohibiting or limiting such from happening. I’m just curious to see how it goes.
