Looks like the 700 freqs are off the air and have been replaced with the 800. 854.0125 is the new control channel and is showing a NAC of 949 and is showing site 942h -01. This is being heard from a 325p2 and a lowband antenna in Oil City.

That's good news. Did you submit that to the DB? If not, please do. But, I think there is something missing. 942h is obviously the system ID. But there is also an RFSS value and a Site value needed. Only one of those is shown in your information.
I wonder if that's the start of the things they might be putting on the Zone 2 controller. I don't remember how Uniden scanners show things.
For instance, if I run Analyze on my SDS100 I'll see something like this for a site on Ohio MARCS in Ohio

I would not think that the -01 you show is Site 01 in RFSS (zone) 1, since that site is Garland in Warren Co.
So I'm wondering if the -01 you speak of is the Site ID and the Zone (missing in your info) is actually 2. Because we already know they have a second controller that they eventually plan to bring online.
Could you do some checking to confirm. It's either going to be 1.xxx, or it's going to be 2.1
Actually, now that I think of it, it could also still be 1.145 -- same as the old 700 AG site, with the only changed being the freqs.

For the other replace air to ground sites, the site number stayed the same.
Rgr that. I didn't recall any other 700 mhz sites that switched to 800 freqs. Probably since I don't see the submissions anymore lol.

Hmmm, looks coincidentally identical to a submission received earlier today under a different RR account. Naturally that other member confirmed that the site is actually on the air before making that submission, although given the complete lack of actual details like Site ID and NAC...not likely.
Keep an eye on the location. It should be active some time in the next few months. It was still using 700MHz frequencies at the end of April. Once it converts, we'll need someone to confirm the site particulars have not changed.

Has Warren City been reassigned a site number, or was it brought into the Simulcast site?
Any clue if WEST03 is going to get switched to 800MHz freqs, or is it off air completely?

So I've had no issues scanning the network with my scanner and SDR but I was curious if my APX would NAS StarNet because the network uses P25 Radio Authentication. Before I wasted my time programming and finding out it doesn't work, I wanted to check here.

So it's a coverage issue, not a scanning issue since the radio is in passive scan. Thanks!
Last I knew they were supposed to go P25 conventional UHF
I've only heard them on the hailing TG for statuses to a Law unit of some sort, might be ANF or Forestry. I've only heard them still on their conv channels.
