The VC stands for voice channel.

You will also see ID come up on occasion. This tells you that the channel has a CWID on it.

Take the 15 from the 867....the new rebanded freq will be 852.XXXXX

Your noise is most likely an encrypted TG. Lock the Talk Group ID out (NOT the frequency).
