Pro-668 Signal Issues

I have a Pro 668 scanner and have been trying to get Watauga County Fire, Rescue, and Boone Fire. There are frequencies in 150.000s (I assume for volunteer's pagers), but also they have channels in the Viper system (800 MHz). I have a 800 MHz antenna but from inside my apartment, I cannot get them because the signal strength is low. Go outside and such, I have good reception. Any idea what is going on here? Should I get a different antenna?

Do you have the Whistler upgrade makes the scanner 10x better.

Go to whistlergroup.com select legacy upgrade,
When you get it back, if you still have the problem , get yourself a outside antenna.
