Default railroad dispatch in nys

I'm going to be in warren and Washington counties in late August. Will I be able to receive and railroad Communications. I know Amtrak passes thru Washington County. Do any Freight lines run up that far north.

Check the railroad page in the New York state database section. The main railroad up there is the CP former D&H line from Albany to Canada. This is the line used by Amtrak's Adirondack and Ethan Allen Express trains. Also try Channels 12 and 72 for Vermont Railway's operations which are on repeaters and may be able to be heard where you will be.
