Well that's really unfortunate. As i said before EBRCS has policy in place to prevent this kind of thing, I'm curious as to why they haven't / aren't stepping in to restrict this.

I wonder since APD is a customer they can say what they want done to the system in their area. The same thing has happened down south on the ICIS System. Pasadena PD came on board and went the big E. It is a shame that this stuff is only found out by the public after the decision has been made with no input from the local residents.

kma371 is correct, the complete policy statement from the EBRCSA web site, states:

A. POLICY STATEMENT

The EBRCSA system allows encryption of voice traffic. There are two options available to provide
encryption. Motorola Solutions offers an option called Advanced Digital Privacy (ADP) which is a
proprietary form of encryption that only works on Motorola subscriber unit. The Advanced Encryption
Standard (AES) is the nationally accepted standard for encryption and is available for use on all vendor
subscriber units.
The EBRCSA adopted the following policy:
1. Establish three (3) system wide Talk Groups to be used for encryption;
2. Establish that system users standardize on Advanced Encryption Standard (AES) if encryption is used;
3. Encryption should be an agency by agency decision;
4. Encryption should be confined to special operations and not used on primary dispatch talkgroups.

As usual, when there is an "authority" involved, aka GOVERNMENT, then you will find that their policy items typically conflict within the same policy or with other policies. You will also notice the overabundant use of the one or more of the 4 deadliest words known in the English language. In this case it is the word SHOULD.
The 4 deadliest words are:
SHOULD
COULD
WOULD, and...
IF

Translation: should does not equal SHALL, therefore, the policy has no authority over any agency for items 3 & 4. SHOULD is simply a loose way to ensure that the "authority" is not the one "laying down the law" on how the EBRCS is used so that they cannot be held liable for something later on.

Yes, they do think about these things, a lot, and, with a lot of lawyers to protect their butts.

I said that's enough. The topic was brought up, we've confirmed they are using encryption, we arent happy about it, nothing we can do about it, the end.

Scenario testing now on Hayward FD Tac 33 TG2693. Should be only a matter of days until they go live on EBRCS.

looks like the radio techs are setting up Oakland on the microwave towers EBRCS Call 1001 (group) monitoring the South Site

OPD Patrol 1-3 is active. Doing radio check's. Unit's are checking in and logging on. Might switch over very soon within a day or sooner.
Piedmont PD and Fire are already active and working for a month now.

It sounds like the switch over might happen very soon. I've heard OPD unit's talking to dispatch on all three Patrol channels giving their radio id's and their last name's all day long and into the night for the last three day's.
I'm not 100% sure, but it sounds like they are getting the new radio's ready to go in service on the EBRCS
Anyone else have any more info?

I have OPD programmed in from info form this website. So then I should be getting them soon?
