I checked the San Jose and Oakland WebTraks and I was able to find a few aircraft. The first image is a helicopter with the callsign Huntman 1 and the second image is an aircraft that was on final approach at SFO around the same time that the president touched down. Based on the time that this aircraft was on final at SFO, I believe that this aircraft is Air Force 1.

Local traffic and outer security are on Stanford's TAC 484.51250 (023 DPL), which is being simulcast on NORTAC 460.12500 (141.3 PL).

There's a feed for Santa Clara County covering Palo Alto on Broadcastify that's streaming Stanford's TAC. (No, I'm sure how the feed conforms to the RR terms of service, in case you're wondering.)

CAP

I just heard Devil 71 cleared to land on SFO runway 28 right on 317.6 and 310.8 (NORCAL approach freqs). I'm also hearing Bigfoot with Phat 1 and 2 on 271.0 (NORAD freq). It sounds like they are coordinating intercepts.

Yeah, it sounded like they were checking on planes that were violating the TFR around where POTUS is.

Phat 1 and 2 just departed the area and were en route back to Fresno. 290.25 NORCAL > 263.15 NOCAL > 327.0 OAKLAND CENTER > 351.95 FRESNO APPROACH. While on their way back they were using 271.0 as an air-air frequency.

The RR DB entry for Stanford TAC 3 and 4 is correct. Maybe you're thinking of the old TAC 3 and 4 which were 483.3375 and 483.5625, respectively? You're absolutely right that the old TAC 3 is now part of their DMR Cap+ system. But, I didn't hear anything on that system today, Did you copy anything?

During home football games, PAPD works with Stanford on their DMR CAP+ system from their mobile command post (MEOC - https://www.flickr.com/photos/dwthompson/10032815123/). Surprising that they patched Stanford's TAC 3 to NORTAC. The audio wasn't very good, but maybe I was too far away to get a good signal.
