Trying to find out who owns/runs "LTR (San Mateo)", I've searched the FCC ULS for 461.1625 (LCN 1) within a 30 mile radius of "37-29-4 N, 122-14-21 W" and got no results. A search for 463.2875 (LCN 7) yields a handful of licensees, but only one (WNQM518) has another one of this system's channels (462.0375) as well. Further, the site page says the location is Redwood City, but the co-ordinates are for a point near Half Moon Bay, over 10 miles southwest.

Can someone confirm this system's existence, configuration, and location? Who is it operated by?

A lot of these LTR systems where inputted long ago and never updated. At some point, the info was likely correct, but with the boom of DMR, most of these systems changed or went off line. The last update was from 2011.

We don't get too many people that monitor these types of systems on radioreference so info is sparse. If you do find out something, please submit to the DB.
