I want to program a bunch simplex radio frequencies into a trunked system. do i have to add a conventional system to the trunked system and then a dept or can i just attach a non trunked dept of simplex channels to the trunked system department?

No. Trunked "stuff" and conventional "stuff" cannot be intermingled within the same System.

You would have to (within a Favorites List) create a separate System, then Department within that new System for those simplex frequencies.

I'm sure that trunked system you have programmed in your scanner is associated with a Favorites List.
