I have a Whistler WS1065. Trying ti figure out how to program. Do you have to have a premium account on RadioReference to download and program on Win500 software?

A "Premium Account" is needed to use the Web import function in Win 500.

I use Win500 and cut and paste all the time without a premium account without any issues.
