Have a J-POLE tuned freq is 151.000...what would be the safe freq spread for transmit?....1.1 swr at 151.000...just would like some feed back....thank you.

It depends on the diameter of the elements, and the feed-line impedance.

You can find some design equations and predict the effective bandwidth, but for most people it is easier to try and measure the actual SWR.
