Can antennas be too close to each other

With limited space, I have set up 3 scanner antennas close together. They are about 12 to 24 inches apart. Each is a single element 16 inches tall with a metal ground plane about 12 inches square.

Will their proximity interfere with reception, diminish signal strength, etc.?

I have multiple scanners each with a devoted antenna. I mainly listen to trunked digital systems in the 700 and 800 Mhz range.

You're fine.

An RFI issue and subsequent isolation concerns are needed when one or more of them is used to transmit.

Unlikely you'll have an issue.
On lower frequencies, it is entirely possible that it could be making them slightly directional, but since you
mainly listen to trunked digital systems in the 700 and 800 Mhz range.
The spacing likely isn't an issue.
