Hi
I live on the second and top floor of an apt. building.
I am willing to spend up-to 100 dollars to purchase or build the best CB base antenna I can for that cost.
The apt. building has brick for the exterior.
And I have no deck.
What are your thoughts?

(so it would be an indoor antenna/ no ground plane)

I would get a mag mount CB antenna, and stick it to a pizza pan. ~$50. Place it near the window.

Maybe a center fed dipole. Run the one (center conductor) wire up around the ceiling, and the other around the floor boards. Instructions are easy to find.

You are so limited, there's not much you can really do.
