Sounds like an IFB. We use those all the time at the station I work at. Allows us to hear the station while on remote minus the delay we put on the air signal.

I have not heard Jackson Co on digital yet, but I was told by someone at the Jennings Co Sheriff's Office that they are digital as of a week ago. I've still heard them and North Vernon marking on VHF from time to time, but mostly digital.
