    There are 'division' tacs that are encrypted (NorTac for Northern, CenTac for Central, etc), but the standard tac and City tac channels are in the clear.

    Z10 and Z11 should both have the dispatches, but Z 11 is the north half of the County, Z 10 is South (usually), but there is no actual line you can see or point to for the difference.

    The Government seldom says "DO IT NOW", and they don't in this case. But it should be VERY easy for anyone who is using encryption to go back to not using it.

    Encryption keys are specific to an Agency, and aren't shared (other than in specific cases like ASTREA/ABLE), and can NOT be used on mutual aid channels between Agencies.

    The story ONLY SAYS that San Diego City has said they WON'T go encrypted. Anyone that WANTED to could have already gone encrypted, most HAVE set up workarounds, so I really don't expect many, IF ANY, others to go encrypted in the future.

    The one thing I CAN DO is press the hold button (as all my radios HAVE one) when there is something worth holding on. And I hear more than most. I have several people who have disputed my claims of what I heard until THEY went back and 'checked the tape'.
