    When I started streaming over five years ago, I picked up a Uniden BC860XLT on eBay for $25 because like you, I didn't want to tie up my digital scanner. The 860XLT did a fine job once the audio level was properly adjusted. I still have it and use it on occasion for other purposes.

    Exactly. This lies entirely at the feet of the agency's contracting officer, who is the only person with legal authority to issue the payment. Hopefully, the contracting officer will be reprimanded.

    How many frequencies/feeds can 1 pc broadcast?

    I have an old HP thin client running two feeds. Based on current CPU utilization and memory load, it could run at least two more without any issues.
