Mostly correct: Conventional Configuration->Conventional Personality. You program the actual frequencies into Conventional Personalities which you then assign to the desired Zone/Channel.

And folks wonder why we password protect our codeplugs these days. Every municipal department my shop works with has their own rules for scanning or not scanning and like @mmckenna says there might be a darn good reason why scanning is not enabled in that particular codeplug. Head to the radio...
