Yes, the WARIS series programming cables will work on the CM series. Just make sure it’s an FTDI cable and not a Prolific. CDM, CM, M1225 radios use the same cable. Different CPS but the same cable.

Most county fire departments are on the same frequency. It wouldn’t do any good to have six or seven different fire departments in the same county, providing services for the entire county, to be on different frequencies. What county and what specific departments are you trying to monitor?

The problem is on the other end. Those cheap $15-30.00 radios are horrible with modulation. If I were to recommend anything to you it would be to steer away from the glass mount antennas.
Simulcasting on VHF and 700/800 isn’t an issue. My county does that, as our pagers are VHF and our radio system is P25 700/800. However, there is a slight delay when hearing the VHF.

Reverse that. What you need is a USB to serial adapter. Then you need the serial to RIB cable. I can confirm that a USB to serial adapter will work with a RIB for programming the Astro Spectra series radios using Windows 7 on a 32 bit machine. It even works on the MTS series radios as well.
